        Shaanxi Baojiang Petroleum and Chemical Co., Ltd was established in 2000 which registered by Shaanxi Business Administration Bureau. It is located in 21F, GaokeBuilding, No.52 Gaoxin Road, Xi' an, China, with registered capital of USD 8,910,000. The main business scope of Baojiang is wholesale, storage, transshipment and consultant for petroleum and chemical, it is one of the enterprises which were approved by the Chinese Ministry of commerce the wholesale license of petroleum product, awarded the “Shaanxi outstanding private enterprise” by provincial government, the “honoring contracts and standing by reputation enterprise” by Xi' an municipal government. At present, the total staff of the company is 200, average age is 31 and most of them with a bachelor’s or master degree.

        In recent years, seizing the policy opportunity of “development of west region”, aiming at the national strategic oriented industry in 21st century, depending on our own management advantage, speeding up the assets reorganization and the readjusting industrial structure, Shaanxi Baojiang Petro-chemical Co. Ltd established a company framework which based on the sale of refined oil, formed a large marketing network, which is a firm basis for sustainable development.

        With the rapid economic growth, the consumption of energy increased sharply year by year. Furthermore, the price of crude oil domestic and abroad increased continually. The company makes a large progress each year and expecting to realize their expansion goal with high speed, high efficiency and high quality in the short several years. They have an oil warehouse with the capacity of storing the oil of 25000 cubic meters, which makes them active from passive position on the control of resources, avoid the management risks and solve the bottle neck during the company’s development. We established branch companies in Yanan Oil Refinery plant, Yongping Oil Refinery plant and Yulin Oil Refinery Factory with the equipment of proficient staff, fully mastering the abundant oil resources in ShaanxinProvince. Meanwhile, we build a close cooperation relationship with Xian Railway Bureau and enjoy a priority from them on the arrangement of plans and other aspects, which to solve the difficulty for Yanchang Oil Group in the transportation and the sale of oil, forming a win-win situation.

        Baojiang has established closed business relationship with refinery plants of Yanan, Yongping and Yulin, the subsidiaries to Shaanxi Yanchang Petroleum (Group) Co. Ltd and Sinopec Shanxi and Hebei branches etc.

        China consents to open its retail market within 3 years and the whole sale market after 5 years once entering the WTO. With further opening domestic market for refined oil, the capital from private owned enterprises will get more extensive stage, substantive distribution enterprises will come into existence. According to statistics that the total import quota of refined oil for non state enterprises is 19.15 million tons. For the private owned enterprises, there are two prominent advantages for them to enter into the oil distribution field: one is they can acquire the source of low costs oil. The opening of the import quota helps the private owned enterprises to purchase low cost refined oil from abroad which to compare with high costs from the two domestic giant group; the other is the route is short for oil distribution. Sinopec will have to go through “dock, pipeline to refinery plant, refine the oil” then go into the retail market through the distributing system. However, the private owned enterprises only need to go through “dock and distributing system” then enter into the retail market, for this reason it makes them more competitive.

        Against this background, the company established International Business Department (IBD for short) and obtained import licence and quota for oils products from Ministry of Commerce of China. The mission of IBD is to import oil products abroad and sell them home, which main products include M-100, D2, CST180, CST380 etc.
